Skill levels below are the minimum unboostable levels per the wiki's Quest Cape page — these come from individual quests' requirements, not from the cape itself, so they'll already be satisfied for most players well before the last quest is done.
Iron accounts: the quest is rarely the long pole — its item list is most quests want specific items partway through, and an account with the Grand Exchange simply buys that list before starting. With no GE and no player trading, every one of those items has to be gathered, made or looted first, so a quest that reads as a twenty-minute job can sit blocked for a whole session on one missing ingredient. Ordinary NPC shops that happen to stock a quest item still work, so reading a quest's full item list before you start it — rather than discovering it halfway through — is worth far more on an iron account than on any other. The unboostable skill levels listed below are the same for everyone; it's the supplies behind them, not the levels, that take you longer.
